It does look very odd but cctv's are not crystal clear and can jump a second in time now and again. my fav cctv footage is the one where henry the 8th opens a fire exit ... Henry VIII would have been very familer with the mechanism of a Fire Escape DB ... Because the height of it compared to tree looks 5-6 foot, also if you watch as it passes underneath the cameras timer around 0:25 directly underneath the number 8 it has a head and shoulders?
